Student recruitment now sits at the centre of universities’ financial sustainability, academic strategy and regulatory risk. Yet many governing bodies still struggle to move beyond headline targets to meaningful exploration of the assumptions, risks and capacity constraints that sit beneath them.


Drawing on recent sector experience and governance reviews, this webinar will explore how executives can support boards to challenge recruitment targets constructively. Panelists will explore what boards might expect to see on recruitment, how committees can divide oversight effectively, and how dashboards, scenario modelling and risk indicators can enable earlier, better‑quality conversations.

Panel speakers

Susie Hills, Senior Director, Huron

Susie supports higher education leaders through significant change, with a focus on governance and board effectiveness. She has led governance and board effectiveness reviews across the UK and works closely with boards and executive teams to strengthen governance and decision‑making. Prior to Huron, she was Co‑Founder and Joint CEO of Halpin Partnership and previously held senior roles at the University of Exeter and Tesco PLC.  Susie leads the Huron governance team.

Rob Bielby, Managing Director, Huron

Rob leads universities through transformation in enrolment strategy, recruitment campaigns, student retention and financial aid policy. He brings extensive experience in higher education analytics and has supported institutions to improve recruitment performance and net revenue through evidence‑based planning and optimisation.

Will Spinks, Senior Advisor

Will is a senior higher education leader, having served as Registrar, Secretary and Chief Operating Officer at the University of Manchester, where he remains an Honorary Advisor. He was previously the first Chief Operating Officer of Loughborough University and brings additional commercial and non‑executive experience from senior roles in the private sector.  He has undertaken a wide range of governance reviews as part of the Halpin team and is now part of the Huron governance team.

Bob Rabone, Senior Advisor

Bob is a Chartered Accountant with over 30 years’ experience as a Finance Director across public and private organisations. He was Chief Financial Officer at the University of Sheffield until 2017 and has played a leading role in sector‑wide work on financial sustainability, efficiency and value for money.  He has worked as an advisor to Halpin and is now part of the Huron governance team.
